Chrome reset / return to homepage

I have tried to setup the Chrome reset after 5 minutes of inactivity, but on my Surface 3 tablet Chrome will sometimes not load and the screen is stuck showing the blue windows background.  Since no desktop was allowed there is nothing to click while in Kiosk and even after another 5 minutes chrome will not open.

I also tried using the return to home page after 5 minutes so that the browser does not actually close, but the browser does not ever return to the home page.  

I need some assistance!

Make sure Windows Tablet Mode is not enabled. In Windows go to Settings > System > Tablet Mode > When I sign in > Use desktop mode.

The only reason it would not load in this case is that there is still an instance of Chrome running, thus Secure Lockdown doesn't re-launch it. Be sure that the Chrome Settings > Advanced > System "Continue running background apps while Chrome is running" option is disabled.
