Web page text field not accepting input in IE lockdown

We are running Secure lockdown for IE on Windows 10 build 1803.  We lock the touchscreen down in kiosk mode to only one website.  On occasion, we get to a text input field, the onscreen keyboard pops up, but the input field does not accept any input.  The same thing happens when we plug in a USB keyboard.  

Depending on the Windows 10 Build, we’ve found inconsistencies with the Windows Touch Keyboard and how it works with input fields. We’ve found that prior builds of Windows 10 work properly (ie: 1709 and prior).
