Would like the make the Circle Dock Menu stay on screen permanently instead of having to move the cursors to extreme right of left of the screen to make it reappear.

Please see the Circle Dock Settings > Toggle screen to adjust the Circle Dock behavior.

Just set the "Toggle Visibility" to "None" and uncheck all "Show Dock When I Move..." options. You can also set the General > Z-position to "Topmost" so that it will always be on top of all other windows.
