Taskbar Popup On Startup (Secure Lockdown v2 SE)

When starting up, on initial log in, the taskbar pops up before "lockdown" goes into effect. Is there a way to prevent this? Users can access items on the task bar briefly, which is not desirable.

The best way to deal with this is to remove unwanted shortcuts from the Start menu. Or, you could use the 'System Lockdown > Local Level > No Desktop option.
