Virtual keyboard Windows 8.1 touch screen

We have installed Chrome lockdown on our digital signage Dell PC's to stop students being able to change content being displayed to different. On some of our screens we have touch overlays install and an interactive web page developed to allow people to get information by touching the screen. One of the pages has a text field to allow people to search for staff in a building however when in Secure Lockdown we can not get the keyboard to display when the text field is touched. Is there a way to allow a virtual keyboard to be displayed within Secure Lockdown on demand when a text field is touched in a Windows 8.1 environment?

Not in Windows 8.1. But Windows 10 supports what you need if you set up Windows to run in "Tablet Mode" before locking it down.
