Does it work in Notepad when Secure Lockdown is not enabled? If so, the only explanation is that the device drivers are not loading for that scanner when Secure Lockdown is enabled. Be sure that the System Lockdown > Machine Level > No New Devices option is disabled and that the System Lockdown > Local Level > No Desktop option is also disabled.

Do you have a different scanner you can check? A hand scanner to Windows really isn't any different than any other input device, so it's unclear what would cause this. The hand scanner we have here works perfectly.

Does this scanner have special drivers that are installed? Please try reinstalling them. Does the scanner work when Secure Lockdown is not enabled? If so, you'll probably need to run the scanner software using the Background apps tab.
