First, don't drive yourself nuts.
You can easily move move the other two folders under AppData, but not this one, and don't kill yourself trying to do it the "official" way. Here's how to do it without losing your sanity.
1. As the affected user, open the folder properties for AppData Local, but create the destination folder first.
2. Then go to the properties tab of the source folder and select the new location, BUT WHEN ASKED IF YOU WISH TO MOVE THE FILES, SELECT "NO."
3. Log off.
4. Log on as Administrator, enabling the account and setting a password first if necessary.
5. Open an explorer window for the source folder. DO NOT USE THE %APPDATA% shortcut!
6. Open an explorer window for the destination folder. DO NOT USE THE %APPDATA% shortcut!
7. Copy the files from the source folder to the destination folder, MAKING SURE YOU'RE NOT COPYING FROM THE ADMINISTRATOR'S ACCOUNT!
8. Hide the new AppData folder (but not its subfolders or files) and you're done.
