Locking down computer for all users

If I set up and enable Secure Lockdown on a computer under my login, should it also lock down the computer for anyone else that logs into the computer?  It seems like it kind of locks it down for other users but not quite the same as it does for me.  Is that normal or am I doing something wrong?

Secure Lockdown has "Machine Level" settings (see System Lockdown > Machine Level). Otherwise, most settings are per user/account.
