How do I make Chrome launch with startup option "--disable-usb-keyboard-detect"   so the onscreen keyboard works perfectly?

You can add Chrome command line switches via a special Windows Registry entry. See the Hidden Secure Lockdown Features > Chrome Custom Command Line Switch topic in the Secure Lockdown - Administrator Guide.
