Task re-appears after closing Ohio Secure Browser

We have the No Desktop checked in the Multi-App edition.  The taskbar is not present when we open and close Microsoft or Chrome apps from the Circle Dock.  However, after we open and close the Ohio Secure Browser, the browser the Ohio Department of Education requires, the taskbar re-appears.  This could potentially allow student to change the Wifi settings and we cannot allow.  Is there a way to fix this?

There is not much that can be done with regard to the Taskbar reinitializing if the browser restarts the Desktop. You should be able to prevent access to the WiFi settings however by removing the option in the Taskbar (Go to Settings > Personalization > Taskbar > Notification Area > Select which Icons appear in the notification area).
