I keep having the above issue when I run my touch screen kiosk without keyboard and mouse, only touch screen. I found that booting repeatedly eventually makes the touch keyboard appear however this is really not ideal. I am reluctant to use keyboard helper because the opened keyboard does not disappear by itself once left untouched, only the keyboard icon does.
