Bad data in response file

We have just received this error when activating the product.  We put in our key, Generate the Activation request, go to the website and create a response file all with success.  Once we try to use the response file to active the product, we get the error.  We are running the latest version of Secure lockdown v2. please can you assist?

The PC is in a secure network, and the install is requiring internet access for Microsoft NET software which it cannot access.
How do i get around that to install the latest version?
