Chrome Edition - Layout Option - "keep maxmized" not working

I am setting up Chrome edition on several Windows 7 Pro 64 bit version computers and I have noticed that when I activate the "keep maximized" it does not work.  It does work if while it is running in Kiosk mode and I click on the X to close chrome it will then start working as it should, HOWEVER, if i click on the "minimize" button before doing so, it minimizes into never never land and I cannot bring it back without logging in as a different user, removing the license and reinstalling the OS...

Any clues?

If you enable the System Lockdown > Local Level > No Desktop option, Chrome won't ever entirely disappear and will be able to be maximized. The issue is that Chrome tabs run as separate processes. Because of this, there are some scenarios where Secure Lockdown sees Chrome as being maximized when it is not visible.
