Built in Windows Tablet Keyboard not working

On Inteset version 2.00.187 running on a Windows 10 Pro Version 1709 build 16299.64 64-bit operating system.  The built in windows tablet keyboard will not pop up when locked down?  When not locked down the keyboard pops up as expected.

Make sure you're running Windows 10 in Tablet Mode before enabling Secure Lockdown.

It is in tablet mode.  We have 22 units running and this is happening on two of them.

It's unclear what would cause this. Please compare the Windows System > Tablet Mode settings of those that are working and those that are not.

We have and they are all the same.

There must be some difference somewhere. It's not likely this is related to Secure Lockdown settings except that the tablet keyboard may not work if the System Lockdown > Local Level > No Desktop option is enabled.
