circle dock disappears

hi all


im using Inteset Secure Lockdown for a W10 pro laptop machine.

i made 2 icons available using the circle dock (both IE shortcuts to 2 different sites).
after clicking the icon (one of them, doesnt matter wich one), the IE launches and the site displays.
when closing the IE browser by clicking on the X top right corner, IE closes and all I can see is the wallpaper.
The 2 icons are gone....

i couldnt find the setting to disable docking toggle, is there a way to disable the toggle?
How do i keep the 2 icons visible?
