Prevent Circle Dock From Hiding

I'm testing the Secure Lockdown - MAE. Is there a way to prevent the Circle Dock from hiding?

Go to Circke Dock Settings, then choost the "Toggling" page. Then select "None" under the "Toggle Visability Hotkey" option. Uncheck the "Show Dock When I Move My Mouse to..." options.
