Allow Chrome (or Edge) to view PDF after download

How can I allow Chrome or Edge to view a PDF after downloading it?

We have a locked down browser and the need to download then view PDFs on an internal site.

The file will download, but will not open due to "files" blocked message.

I have tried every setting I can think of.

Is there a way to whitelist:

file://fileserver/ - I have not been able to do this.

Also, I've tried mapping drives and that seems not to work either.
