Update IP Address from Application

I have a kiosk application that requires the user to be able to set the IP address and system time. These functions work correctly when the application is run as Administrator without Secure Lockdown. However, when the application is run with SL it isn't able to set the IP address or time.

What occurs when attempting to set the mentioned settings?

From the user perspective the setting appears to work properly, but the information isn't changed.
