Will not start on Standard user account?

I have two accounts one admin one User

When I log on as admin I can enable the lock software then reboot, However if I then log on as the standard user I still get as ull functional desktop, If I log on as the admin account i do not.

So logically I figured it was user profile specific so I logged on as the standard user and tried to enable lock down and i get a message saying you must be an administrator? I guess the next step is make the standard user a member of administrators then try to lock down again. I didn't want that user to have admin privileges though! Am I doing something wrong?

The locked down user account (typically a local machine user) must have admin privileges.

I also assume the Secure lock down Splash screen goes away after activation?

Yes, the splash screen does not appear once the product key is applied and the product is activated.
