Create another domain admin account on the computer (not hillyejo), then delete the "hillyejo" account using the new domain admin account... We did just run a domain admin test on Windows 8.1 locked down and were able to call up the Alt-Shift-S Secure Lockdown Configuration utility without any problems. Something on your system is blocking this, but it's unclear what it could be at this point.
