Very slow reaction from the Kiosk GUI

We have several installations of the inteset kiosk that work fine, but on one computer I tried to install the latest version, and after installation, starting the kiosk can take up to ~10 minutes until I get the initial startup dialog, each parameter change afterwards also takes a long time (up to ~10 minutes)

I thought it was something in the latest version so I uninstalled it and reinstalled an old version from the 27 aug 2012 which is my usual installation

There is no antivirus installed on this machine

Did the old version work quicker? Delays like this (although usually only seconds delays not minutes) are usually related to network issues whereby Secure Lockdown cannot fully access the Internet to obtain licensing information.
