Is there a way around local admin requirements to run Secure Lockdown IE?

I would like to just make the user that is logged into my kiosk running Secure Lockdown IE Edition to just be a standard user, but if I do that, Secure Lockdown won't run.  If I turn off download capability, then users can't open and print PDF files, which is a requirement for the kiosk.  Anybody run into something like this and how did you resolve it?

You need to keep the "No Downloads" option disabled. Note that even though the system allows downloads, it will not allow app installations, thus removing that risk. Also, if you keep the pdfs in the browser cache, the browser won't need to download them.
