Installation limit reached only after 10 of 26 copies activated

Hello,

After a fresh reload of a machine that will become a kiosk machine, we have installed Secure Lockdown.  I am under the impression that we purchased a key good for 26 activations.  When I attempt to input the key, I receive the error messge:
-Error processing the product key:
-The product activation key you entered has reached its installation limit.

It goes on to describe how I can deactivate an existing install and such.  

The problem is, we have only activated 10 machines with our license key that should be good for 26 installs.

Your help would be appreciated.
