Inteset Secure Lockdown v2 loaded on windows 7 with SP1, once it's enabled , after reboot CTRL+ALT+DELETE  was not disabled. why ?

CTRL-ALT-DELETE can not be completely removed Windows does not allow it. The functionality within it however is removed when Secure Lockdown is enabled.
