Will not load pages: page not rated

I am trying to setup Internet Explorer Lockdown for a small private school. OS is Windows 7 Pro - 64bit - IE 11
When I add a page to the allowed list I am getting error: Page not rated.
Any suggestions?

What is the URL you're adding to the Allowed Sites list. Also, there are a few threads on this site that address this question. Search "white list"
