Restrictions

I have added a site to the approved sites list.  However, when I click on a link on the page, I receive the following error:

Restrictions
This operation has been cancelled due to restrictions in effect on this computer.  Please contact your system administrator.
OK

If I access this site without Inteset running, everything works fine.  I have tried unchecking all of the lockdown features, but even then, I cannot access the links.  

Is there a way to allow everything within a domain?  If so, how do you use the wildcard in the Allowed sites list?
