Lockdown V2 Chrome Editon Installation fails with Error 1904.Module infocardapi.dll

I have a fresh Windows XP SP3 with all updates that I am trying to install Secure Lockdown V2 on and I keep getting the error:

Inteset Secure Lockdown v2 - Chrome Edition Installer....
Error 1904.Module
C:\WINDOWS\system32\infocardapi.dll failed to
register, HRESULT -2147220473. Contact your
support personnel.

I have tried to "register" the dll but it cannot find it.

I have done this on a couple of fresh installs and received the same error.

Any clues?

What OS are you using?

Windows XP SP3.

The problem was with MDAC.  After several attempts to repair it, I believe I have it fixed now.  I am testing to make sure.
