IE multiple home pages

I am running the trial of Secure Lockdown + IE and my goal is to run an IE kiosk with only two web sites available.

Can I set up 2 different URLs as the home page and have them appear on different tabs?

I know this is done in IE by entering each URL on a different line in the internet options for the home page.

There is an option in the Internet Options, Tabs options to have the first tab default to the first "Home page", but not the second. You can also create a Tab Set (group of tabs) as a home page. Or, you may want to design your websites to accomodete your need instead of having the browser do it if it's an option.
