IE not opening after being closed

We have had intermittent issues with multiple Windows 8.1 machines running Secure Lockdown IE edition where when someone closes IE, it does not automatically re-open. This can sometimes be fixed with just logging out or restarting the computer, but other times it requires someone to disable then re-enable Secure Lockdown. Disabling the closing of IE is not the solution we're looking for, are there any other settings (windows or secure lockdown) that could be causing this behavior?

2.00.114. There may be other, older versions on other kiosks, but this would be the most recent and is on most the kiosks.

Is it possible that there is another IE Window open that is possibly minimized? If so, Secure Lockdown will view the browser as still running and will not start a new instance.

I have not run into that happening and assuming Secure Lockdown is working correctly there would be no way to open IE other than using the instance that Secure Lockdown automatically pops up.
