Desktop with single Icon

I have secure desktop installed running an Microsoft RDP connection to a corporate server.

However when the user closes the RDP connection I am presented with a blank desktop, I cannot use the Keep running function as the user is then not able to shut down the pc.

Is there any way I can just display a desktop with the RDP icon present ?
