Secure Lockdown v2 Chrome Edition Thinks UAC is Enabled on Vista

I am trying to use Secure Lockdown v2 - Chrome Edition on Vista Home Basic. The message when I try to click Apply with "Enable Secure Lockdown" is:

Windows User Account Control (UAC) is enabled.
It is recommended that it be disabled before enabling Secure
Lockdown. Do you want to continue without disabling UAC?

However, I did confirm that UAC is indeed disabled. I went ahead and applied the changes anyway and when I logged back on I could only get to a black screen and could not invoke the program with ALT+SHIFT+S. I had to use the scheduled task method from another admin account to get Secure Lockdown disabled. I assume that is related to UAC? Any ideas?

Is there a compatibility issue with Secure Lockdown v2 and Vista Home Basic?

Are you using the latest release of Secure Lockdown? It is 2.00.124 (see Help > About tab). If not, please update the software. Also, it does sound like the UAC is not completely disabled, or something else is blocking the Secure Lockdown utility from starting. Do you have anti-virus software running?

I do have Build 2.00.124 - I just downloaded it yesterday. I did have Microsoft Security Essentials installed and I uninstalled it, but it made no difference. I think there is still some issue with UAC in Vista, but I could be wrong. I see the Inteset Secure Lockdown v2 - Chrome Edition dialog display if I have the task scheduler task at logon enabled. Then the web page displays as expected on Chrome. Otherwise, I just go to a blank screen and cannot do anything except press CTRL+ALT+DELETE and logoff (I don't have those two items locked down).

What are the steps to completely disable UAC in Vista Home Basic?

Please disregard this question. I gave up on trying to use Secure Lockdown v2 Chrome Edition with Vista.
