Secure Lock down Chrome allowed sites problem

I have two web url's that are to be allowed using Chrome Browser. Both begin with HTTPS://then the url. They are not allowed. I placed HTTP://msn.com in allowed list and it was allowed. When I prefaced it with HTTPS instead of HTTP it then was not allowed. I need all web sites blocked but the two required for the employee to complete an online report.

"HTTPS://" URLs can be added to the "Allowed Sites" list. Make sure the Home page and Startup page settings in Chrome are set to an allowed site.

I have the required URL set as the home page for chrome. With Secure Lock down disabled it logs in fine. With Secure Lock down enabled with nothing checked in any area but the allowed URL'S in the chrome section it reports that it has been blocked by the administrator. It does not allow any web page to load. It only needs 2 web pages to be allowed.

Cleaned up the URL's to just "any page".com without all the switches now works fine.
