Access to Bookmarks

First of all, some background information to contextualise my question:

I'm using SecureLockdown V2 - Multi Application Edition (Build 2.00.126) in Windows 10x64, and I will be setting this up for inmates at the local jail to use for legal research. I am using Google Chrome as the default browser, and I have white-listed the top-level domains they will be able to access. Moreover, I've bookmarked the pages they can read for easy access. However, am I correct in thinking if I choose to enable the No Chrome Menus option, this is what's making the Bookmarks menu inaccessible, too?

If this is the case, is there a workaround for this, or is there some other option I'm not setting correctly?

As a workaround, I've added the sites to the Bookmarks Bar. They're accessible from there, while the other Chrome settings are inaccessible, so that'll work. However, I would still like to know if there's anyway to access the Bookmarks folder while the other settings are locked out.

The Bookmarks folder view is not accessible when the No Chrome Menus option is enabled. It is also nor accessible when the No Bookmarks Bar option is enabled.
