USB Keyboard and mouse do not work

I am currently locked out of a computer that was using Inteset.  
The computer is an Intel NUC running Windows 8 with 4 external USB ports.
It is successfully running the master application.  However, no USB inputs are enabled.  The keyboard does not appear to have power, though you can hear a chime when it is connected.  The cap lock and num lock buttons to not light up the LEDs as they normally would.
The keyboard and mouse function normally prior to booting Windows.  I can get into the BIOS and use both keyboard and mouse successfully.
I do have a second admin account but I cannot log into it.  The shift key does not work and I can't follow the instructions given on the forum for when Alt-Shift-S doesn't bring up the dialogue box.

Is there a way to disable inteset from BIOS?  (I can get to the filesystem and delete files.)

Sorry for the delayed response on this post. It was missed... If you plug the USB keyboard into the USB port it was originally attached to, it should work. If the "System Lockdown > Machine Level > No New USB Devices" option is enabled in Secure Lockdown, no new USB devices will be allowed, but prior ones will work so long as they're plugged into the original USB port (because the drivers are configured for that port).

I am having the same issue but the ports that were configured during the lockdown are now not working. This accounts for 3 USB ports that were working and now are not. Is there any sort of override that can be used to get the machine unlocked to take off this setting? It has unfortunately caused much more problems than it has helped. Everything is working fine however.

Are you certain your plugging the right device into it's original USB port? If not, it wont work. The drivers for those devices assigned to those USB ports are not removed by any process Windows process. If you're sure they're plugged into the correct ports, try rebooting the machine to see if they work after startup.

Yes. It is the same model keyboard and mouse as used during the configuration and locking process. We are a warehouse of hundreds of identical keyboards and mice. Some of our systems are working fine with the keyboard on hand and others are not, which is very odd.
I am able to access the files remotely using another piece of software even if the computer is locked down so is there a config file or something similar that I can change the settings of application and reboot the machine to turn off the no new usb option?

Yes. You can run a command line to disable Secure Lockdown. Please see the Administrators Guide included with the software.

We were able to get it unlocked, we turned off the option but the computer is still not connecting to the keyboard? Is there something else that needs to be done?

Make sure you reboot the system before trying the USB keyboard. If you disabled the option, it should release the restriction after a reboot.

We have done that several times but it still says that installation of this device is forbidden by system policy. I am assuming this is what Lockdown does to block the ports but now that the option is off it is still blocked.

Edit: After several reboots, in an unlocked state, I am able to recognize new USBs but the moment I lock it back down it can no longer pick up new usbs. I have unchecked the "No New USB Devices" box so I would assume that it should work. The box for "No Removable USBs" is still checked, but I assumed that they was referring to no removable devices, it terms of storage.
