Preventing user from moving a docked keyboard

We are running Inteset on a Windows 7 kiosk environment with an MS Access program. It needs keyboard input and the docking station has been locked to the bottom of the screen. However, users can access this function and unlock it.

Is there any way of preventing users from unlocking the docking configuration and then moving the keyboard?

The Inteset On-Screen Keyboard software does not have the ability to lock the Windows virtual keyboard in place.

You could consider using Windows 10 with Tablet Mode keyboard... it doesn't move from the bottom. You could also consider a different third party one like Hot Virtual Keyboard. I am about to demo that for the same reason.
