Follow the instructions found in the following article to find the “AppUserModelId” of the app you need to launch:

Once determined, add a “Blank Icon” to the Circle Dock, then edit the Item Settings of the icon. Enter the following:
Target: “explorer.exe”
Arguments: “shell:AppsFolder\<AppUserModelId>”
Arguments example: “shell:AppsFolder\Microsoft.BingSports_8wekyb3d8bbwe!AppexSports”
NOTE: The "System Lockdown > Local Level > No Desktop" Secure Lockdown option must be disabled (not checked) because running Windows Apps require that the Windows Shell is running.
