Circle Dock Stay In Forground

Hello,

Is there any way to keep the circle dock in the foreground or allow the use of the swipe to switch applications?
(I've tried disabling all of the system lock down buttons and it's still turned off)

The reason why i ask is because we're using chrome in kiosk mode and the circle dock disappears but we need it to be there or to come up with a method that is consistent to switch between applications.

I've done this but as soon as an application is launched the dock goes to the background.

It is suggested that you do not run Chrome in Kiosk Mode. Otherwise the Circle Dock and Chrome browser will be battling for which application is on top.
